Request for Quotation Chicken Meat Program – Review of Chicken Meat Program operations

This Request for Quotation (RFQ) is seeking services to assist in defining the structure and resources required to support the operations and growth of the AgriFutures™ Chicken Meat Program now and in the future.

The aim of this project is to provide AgriFutures Australia with a framework and recommendations to support the growth of the AgriFutures™ Chicken Meat Program including recommendations for the “ideal” structure and resources to manage the program now and in the future.

Individuals or organisations making a submission are required to have an understanding of the National Primary Industries research, development and extension (RD&E) framework, implementation of efficient RD&E processes (specifically in Rural Research and Development Corporations) and resource (staff) management.

The AgriFutures™ Chicken Meat Program RFQ closes 5pm Friday 9 August, 2019.

Background

Since 2017, the AgriFutures™ Chicken Meat Program has developed and implemented processes and strategies to improve the alignment of program outputs and outcomes, with the needs of the chicken meat industry in the short, medium and long term. There is evidence that as a result of these efforts the industry is more engaged with the program and its outputs/outcomes and support to investigate options for growing the program.

The Chicken Meat Program is the largest levied industry RD&E program managed by AgriFutures Australia. If the program continues to grow the resources and management of the Chicken Meat program may need to be tailored specifically to the needs of the program. An independent assessment of the efficacy of the current structure and resources is required to assess if changes are necessary to support the program as it grows. This is particularly important with the implementation of 2019/20 – 2021/22 three-year strategy. The strategy will guide RD&E investment for the next three-years and elements of the strategy aim to grow the AgriFutures™ Chicken Meat Program, and subsequent RD&E investment.

The AgriFutures™ Chicken Meat Program currently has a budget of approximately $5 million per annum with more than 65 active projects. These are currently managed by a Program Manager (0.8FTE) and a Program Coordinator (0.6 FTE) with additional support from an external contractor.

Project requirements

This project requires an independent assessment of the overall operation of the AgriFutures™ Chicken Meat Program. The preference is for the assessment to be completed without comparative analysis with the resources required to manage other AgriFutures Australia’s levied RD&E programs. Each program and industry is unique and subsequently each have very different needs.

The analysis must consider:

  • The current workload and roles of those engaged (employees and contractors) to manage and support the AgriFutures™ Chicken Meat Program to identify gaps in support/skills and burden of the work.

The framework needs to detail:

  • A recommended structure to improve the overall efficacy of the program
  • The value and/or deficiency in project proposal/contract detail coordination
  • The value and/or deficiency in project extension and communication
  • Any additional resources required to manage the current program (additional resources could include, but are not limited to, legal counsel, coordinator, communications)
  • How any of the above may need to change (i.e. increase or decrease) as the program grows.

Project deliverables

It is expected that the successful tenderer will provide a final report detailing a framework for the effective structure, operation and management of the AgriFutures™ Chicken Meat Program and how this differs (if at all) from the current Program.

It is envisaged that a series of interviews with current program management and support would be required, along with targeted interviews with key industry stakeholders (e.g. the RD&E advisory panel and the ACMF).

AgriFutures Australia believes that the project should be completed within two months. If a longer timeframe is required, the Tenderer should explain why that is the case.

Terms and conditions

By submitting an application, respondents acknowledge that they are willing to accept the terms and conditions set out in the Research Agreement.

The Respondent agrees that AgriFutures Australia may accept or decline to accept the Respondent’s Quotation in its discretion. No commitments or contract exists until a contract in the form of the Provider Agreement is executed by both parties. The Respondent agrees that AgriFutures Australia is not required to enter into any contract in connection with the RFQ.

The Respondent agrees that participation in any stage of the RFQ process is at the Respondent’s sole risk and cost.

Acceptance of a Quotation will occur only when an Agreement is issued or a contract is executed.

AgriFutures Australia, at its discretion, may discontinue this RFQ, decline to accept any Quotation, decline to issue any contract or satisfy it requirement separately from this RFQ process.
