Request for Quote: The Honey Bee & Pollination Strategic RD&E Plan (2020-2025) Mid-term Review

This Request for Quote (RFQ) is seeking services from an individual or organisation to undertake a mid-term assessment of the Honey Bee & Pollination Program Strategic RD&E Plan (2020-2025) as part of the AgriFutures Honey Bee & Pollination Program.  The outcome of this project is to provide AgriFutures Australia with detailed consideration of the investment of the Honey Bee & Pollination Program and how the investment aligns with the interim 5 year plan.

Background

The Honey Bee & Pollination Program Strategic RD&E Plan (2020-2025) is nearing mid way through its implementation. As part of the mid-term review process, AgriFutures Australia requires an assessment of the implementation of the Honey Bee & Pollination Program Strategic RD&E Plan (2020-2025) to date including an assessment of investment in the Program.  

This RFQ is seeking services from an individual or organisation to undertake a mid-term assessment of the Strategic RD&E Plan (2020-2025) as part of the AgriFutures Honey Bee and Pollination Program.  The outcome of this project is to provide AgriFutures Australia with detailed consideration of the investment of the Honey Bee & Pollination Program and how the investment aligns with the interim 5 year plan that will: 

  • Inform industry, the community and Government about the investment in AgriFutures Honey Bee & Pollination program 
  • Support RD&E planning and decision-making, through detailing current progress towards addressing the objectives and goals of the current plan 
  • Signal to researchers and collaborators how current investments are performing in terms of addressing the current plan by AgriFutures Australia 
  • Ensure good governance and transparency in the administration and management of AgriFutures Honey Bee & Pollination program.

Terms of Reference

AgriFutures Australia uses standard form contracts and agreements for projects and research procured by AgriFutures Australia (please refer to https://www.agrifutures.com.au/contracts-and-agreements/). These contracts and agreements set out the terms on which AgriFutures Australia will engage successful applicants to carry out the project. 

Applicants must be familiar with the contracts and agreements before submitting a response, and are advised to seek legal advice beforehand. 

These contracts and agreements have been developed to reflect AgriFutures Australia’s statutory and other procurement responsibilities. 

If you require any amendments to the standard agreement please complete the statement of non-compliance for each of the relevant clause. AgriFutures will then assess those requests. 

Applicants will be taken to have agreed to all clauses in the Research Agreement that are not referred to in a statement of non-compliance. The extent of any non-compliance will be a factor in AgriFutures Australia’s evaluation of the application.

Frequently Asked Questions

Question: How extensive do you expect the consultation process with industry stakeholders to be? In the RFQ it states “targeted” interviews, is there a ballpark in terms of the number of interviews you would expect?

Answer: This is to be determined by the respondent based on knowledge of the industry and the process. However, we would suggest a minimum of 10 interviews.

Question: Significant time has been allocated to the project (30 Sept to Mar 2023).  Are you also looking for support in socialising the outcomes of the review, e.g. presenting at industry forums, running workshops?

Answer: No. The time allocated for the project is just an indication. We will work with the successful respondent to understand how much time is required for the project to be completed.

Question: Is there a specific budget range that you are targeting?

Answer: The maximum budget is $25,000 but we urge you to consider value for money as this is one of the selection criteria
