AgriFutures Australia Request for Quotation: Writing the Strategic RD&E Plans for the AgriFutures Export Fodder Program and AgriFutures Rice Program

The AgriFutures Rice Program and the AgriFutures Export Fodder Program are nearing the end of their respective Strategic RD&E Plans. Industry consultations and scenario planning has already been conducted for both Programs to determine the Program RD&E objectives in preparation for the development of the new Strategic RD&E Plans.

This Request for Quotation (RFQ) is seeking services to consult and partner with AgriFutures Australia to use the outcomes of the industry consultations and scenario planning activities to write the Strategic RD&E Plan for the AgriFutures Rice Program and/or the AgriFutures Export Fodder Program. This will be achieved using a template provided by AgriFutures Australia.

Individuals or organisations can submit to write the Strategic RD&E Plan for one or both of these Programs. Those making a submission are required to have a general understanding of the industry RD&E needs of the Australian export fodder and/or rice industries and their respective supply chains and role within the Australian agricultural sector. Similarly, the successful respondent will demonstrate familiarity with AgriFutures Australia operations, our AgriFutures Australia Strategic RD&E Plan 2017-2020 and the goals of Arena 3 ‘Growing Profitability’.

This AgriFutures Australia RFQ closes 12 noon AEST Friday, 16 April 2021.

Background

Program Strategic RD&E Plans are a key part of implementing the AgriFutures Australia Strategic R&D Plan 2017-2022 and provide an industry-specific basis for our Annual Operational Plan, guiding AgriFutures Australia’s investments on behalf of industry stakeholders. These RD&E Plans identify and balance RD&E priorities and outcomes to promote industry productivity, profitability and sustainability.Program Strategic RD&E Plans are a key part of implementing the AgriFutures Australia Strategic R&D Plan 2017-2022 and provide an industry-specific basis for our Annual Operational Plan, guiding AgriFutures Australia’s investments on behalf of industry stakeholders. These RD&E Plans identify and balance RD&E priorities and outcomes to promote industry productivity, profitability and sustainability.

To determine the optimum balance of investment in RD&E activities, each levied industry periodically undertakes a strategic planning process in consultation with key industry stakeholders. The outcome of this process is a Strategic RD&E Plan that identifies the industry’s priorities for investment and key outcomes sought for the period of that plan.

AgriFutures Australia receives the rice and export fodder RD&E levies to invest in line with the industry objectives of the respective Strategic RD&E Plans.

The objectives of the current AgriFutures Rice Program Strategic RD&E Plan (2016/17 to 2021/22) are:

  • Cross-sectorial research required to achieve the Dry Rice 1.5 t/ML water use efficiency target by 2030.
  • Rice breeding – varieties and quality improvement
  • Farm productivity – crop inputs, crop protection and the farming system
  • Extension, sustainability and human capital.

The objectives of the current AgriFutures Export Fodder Strategic RD&E Plan (2016 to 2021) are:

  • Oaten Hay Breeding Program
  • Hay Agronomy
  • Chemical Usage Integrity
  • Fodder Analysis
  • Animal Nutrition Research
  • Biosecurity research
  • Occupational Health and Safety

Project requirements and deliverables

The following tasks are to be completed for the respective Strategic RD&E Plans (AgriFutures Rice Program Strategic RD&E Plan and/or AgriFutures Export Fodder Strategic RD&E Plan):

  • Review the state of the respective industry (e.g. industry value, key markets, number and location of producers/farmers, etc).
  • Include discussion of the background, rationale and state of the industry to set the scene for RD&E investment to support profitable and sustainable production.
  • Review the stakeholder consultation and scenario planning outcomes and the current Strategic RD&E Plan for the respective industry.
  • Use the AgriFutures Australia strategic RD&E Plan report template to develop the respective Strategic RD&E Plan/s building on the findings from the review of the above.
  • Present the draft Strategic RD&E Plan to AgriFutures, the respective AgriFutures Advisory Panel and industry representatives for feedback. 
  • Review comments and incorporate feedback in the Final Strategic RD&E Plan for the respective AgriFutures Program. This will be the final deliverable for the project.


At the project inception meeting, AgriFutures Australia will provide project information and expectations, and the outcomes of recent strategic planning activities.

AgriFutures Australia has moved to a new online project management system, K2. This system will manage all stages of project administration and replaces our current system, Clarity.

Applications for this Request for Quotation must be submitted online using the RFQ application in K2.

Terms and conditions

By submitting an application, respondents acknowledge that they are willing to accept the terms and conditions set out in the Provider Agreement.

The Respondent agrees that AgriFutures Australia may accept or decline to accept the Respondent’s Quotation in its discretion. No commitments or contract exists until a contract in the form of the Provider Agreement is executed by both parties. The Respondent agrees that AgriFutures Australia is not required to enter into any contract in connection with the RFQ.

The Respondent agrees that participation in any stage of the RFQ process is at the Respondent’s sole risk and cost.

Acceptance of a Quotation will occur only when an Agreement is issued or a contract is executed.

AgriFutures Australia, at its discretion, may discontinue this RFQ, decline to accept any Quotation, decline to issue any contract or satisfy it requirement separately from this RFQ process.
