Special safeguards and agricultural trade liberalisation

Summary

This study will investigate the incidence of SSGs and issues in the way the provisions are operating. It will look at areas where the existing provisions could be improved to ensure they do not act like a trade restriction and are consistent with the original intentions of a safeguard. It may provide some useful lessons for the design of Special Safeguard Measures (SSMs) for developing countries which are being discussed in the Doha trade negotiations.
