Summary

This project is a review of the oat breeding projects funded by GRDC and RIRDC and managed by SARDI.

This review will look at:
o the way funds have been used to support each project
o identification of anomalies in funding
o any areas of functional or financial overlap in the way funding is used for oat / hay variety breeding
o the boundaries, constraints and appropriateness of the current research scope for the program
o the ability of the program to meet the needs of government as a stakeholder
o appropriate levels of funding for the program (in both grain and hay research)
o mechanisms for capturing levies and other sources of funding for the program
o the future role of each agency in oversight of the oat breeding research program
o models for potential commercial self-reliance in oat breeding and future roles for SARDI and commercial partners, if appropriate

Objective Summary

This consultancy has been established to address concerns regarding the funding and administration of the National Oat Breeding Program administered by SARDI, to identify ways to improve the current funding situation, to identify new options for administrative cooperation between the two funding agencies and to address the duplicative workloads required of the grantees.
