Summary

In the drafting of the Export Hay Levy proposal a number of investment priorities for the levy were identified. This included; Oaten hay breeding, Researching and Developing New Markets, Hay Agronomy, Fodder Safe, Fodder Analysis, Animal Nutrition. The starting point for the development of the 5 year plan is a review all of these options, first with a further desktop survey of other information, then seeking more input from relevant stakeholders.
With all exporters having the option to participate, both to ensure that all of the areas are relevant and to get an idea of the weighting/importance of each area (and therefore influence the investment).
It is also necessary to capture an idea of what success for each of the areas to be progressed looks like to aid in setting the targets for the plan. Consideration will be put towards evaluation requirements in the design phase to ensure that the plan is able to be measured in a meaningful and efficient way at its completion.
1. Desktop review of initial investment targets stated in the levy proposal to ground truth the original investment plan and identify any potential gaps/additional opportunities.
2. Consultation with industry stakeholders. This would involve a number of sessions/workshops with stakeholders to ground truth the initial investment targets, identify any missing targets and if possible assess how prioritisation of these different targets could be set. We intend this to involve a workshop in Adelaide for exporters and a number of meetings in Canberra with department/government stakeholders.
3. Review progress with RIRDC.
4. Collate the gathered information into a draft 5 year plan for circulation to industry (via direct contact and AFIA contact points)
5. Finalisation of the draft with the AFIA Exporters Committee Perth 1st Aug.
6. Final drafting and delivery to RIRDC/the Export Levy Panel in September.
